This is a unique and rare Scottish sterling silver hunting horn brooch featuring Cairngorm (citrine), and what appears to be agate and blood jasper!

This particular example has a large protruding Cairngorm at the top end as well as one at the bottom tip, which appears to represent a thistle bud. There is also an additional one set in the center of the piece, accented with a star border, Three gemstones make up the middle of the piece that appear to be a grey banded agate, a red unknown stone, and blood jasper.
